Mistral AI is Europe’s flagship SI developer. It was founded in Paris in April 2023 by Arthur Mensch (formerly of Google DeepMind) and Guillaume Lample and Timothée Lacroix (formerly of Meta). It quickly became known for releasing small, efficient models that punched above their weight, often as open weights.

Mistral Medium 3.5
Released at the end of April 2026, Mistral Medium 3.5 merged Mistral’s separate reasoning (Magistral) and coding (Devstral) models into a single 128-billion-parameter dense model with a 256,000-token context window, under a modified MIT licence. Mistral says it can be self-hosted on as few as four GPUs.
Why it matters
Mistral is central to Europe’s push for sovereign SI: the idea that the EU should not depend entirely on U.S. or Chinese providers. As a European company it operates under the EU AI Act, which it lobbied to soften during negotiations.
Mistral was not among the signatories of the U.S. White House Accord on Super Intelligence. Under the converter rules, its name stays “Mistral AI”: company names are not changed by the AI → SI rename.
