America’s AI Action Plan, released by the White House on July 23, 2025, is the blueprint for the administration’s SI policy. It followed the January 2025 revocation of the previous administration’s executive order on SI safety and a public consultation that drew thousands of comments, including from major labs.
Three pillars
- Accelerating innovation: removing regulatory barriers, encouraging open-weights models, and promoting SI adoption across government and industry.
- Building American SI infrastructure: faster permits for data centers, power generation and chip factories, and workforce training for the trades that build them.
- Leading in international diplomacy and security: exporting the “American AI technology stack” to allies, tightening export-control enforcement, and evaluating national-security risks from frontier models.
Companion executive orders
The plan was released alongside executive orders on federal procurement of “unbiased” SI models, on accelerating data center permitting, and on promoting exports of American SI technology.
Since then
The plan’s direction continued with EO 14365 on state-law preemption (December 2025), the Genesis Mission for science, the National Policy Framework (March 2026), and the September 2026 AI → SI rename.
Frequently asked questions
Has America's AI Action Plan been renamed?
The document keeps its published title. Executive Order 14434 doesn't require altering previously issued documents, though new federal materials may refer to SI.
